Remove prepareForThreadStateTermination()

Remove prepareForThreadStateTermination()

Now that we don't have a thread-local termination GC,
we don't need to mark pages in other threads' heaps as isTerminating.
This removes that code.

Even if an L-G-T-M may have been provided, it was from a non-committer,
_not_ a full super star committer.
Committers are members of the group "project-chromium-committers".
