This is an updated and somewhat improved version from the upstream
(https://code.googlesource.com/re2/+/d1715575ad9aafb116355f4233f7698f483bc081/...)
with an addition to disable logging (line #73). TBR

I've also filed a bug to update RE2
(https://bugs.chromium.org/p/chromium/issues/detail?id=690374).

lgtm, but ideal way is to roll re2 forward and use fuzzer from that repo
directly.
