Reason for revert:
CL Suspected of causing webkit failures in Chromium trybots:
https://uberchromegw.corp.google.com/i/chromium.webkit/builders/WebKit%20Linux%20Trusty%20Leak/builds/2007

Test (fails due to leak):
inspector/sources/debugger-step/debugger-step-into-custom-element-callbacks.html
