[Extensions] Remove BaseFeatureProvider

[Extensions] Remove BaseFeatureProvider

BaseFeatureProvider is the implementation of FeatureProvider, but it's
also the only implementation. Simply combine it and FeatureProvider, and
remove BaseFeatureProvider and its references.
