[NTP::Cleanup] Add brackets in snippets_internals_message_handler.cc.

This CL adds curly brackets to |if|, |for| and |while| in
snippets_internals_message_handler.cc.

Generally speaking, I do not think it makes sense to go through our code and fix
the braces in all the files one by one. I think it makes more sense to fix that
whenever you touch the code.

I see your point, but
1) I expect this to be the last place where this is needed;
2) Adding all the braces, while doing something else, feels a bit strange,
because 
  - the change may be reverted;
  - history & blame becomes confusing;

Also for this one, I noticed it when I played with the code, I just didn't get
to submitting that change yet.
