This import looks mostly correct, with a few things wrong:

 - A line was removed in TestExpectations for no obvious reason:
http://crbug.com/687442
 - The OS specifiers are too verbose (crbug.com/655201)

This CL adds several new failure expectations for new or modified tests, in
these directories:

  wpt/html/semantics
  wpt/service-workers
  wpt/streams

One difference between this and previous imports is that now many more people
are CCd; if you're CCd here, it should be because you're listed as an owner of a
changed test in W3CImportExpectations; let me know if something is wrong with
the CC list :-)
