[Remote suggestions] Clean up variation params in the request throttler

This CL associates the variation parameters in the request throttler to
the NTPArticleSuggestions feature. This will streamline the configs.

This one will actually require updates to the server-side configs; please land
them soon after this one.

Since these params aren't super critical, I guess it doesn't matter if there's a
short transition period where some clients don't get the proper config. So we
don't need to worry about the exact minor version that needs the new config etc
:)
