but it seems like the tooling-related tests are run manually.

Sorry for the delay. Test itself lgtm but before you commit let's see if we can
find a way to make this test run as part of the regular testing runs.

I looked for awhile on how to make that happen, but I don't see a good
mechanism. It seems that all of the existing python-based tool tests are run
manually.
