jsbell: IIUC, the manifest will need to be modified as is done in this CL, per
https://bugs.chromium.org/p/chromium/issues/detail?id=666957#c13

I checked with Quinten to make sure checking in the MANIFEST.json won't break
the import script, and he gave the OK, so you should be all good to go as-is.
