Hello, friendly API OWNERS. This patch adds deprecation warnings for `ftp:`
subresources, and subresources with embedded credentials. Both messages target
M59, and I plan to merge this back to 57 to give developers a longer warning
period. I think this is what the intent threads are basically converging on.
