Hi Dirk,

this CL aims to fix Clang ToT bots, which are mostly red due to
https://crbug.com/681136. The consequence of the events is:

1. -Wunused-lambda-capture went to power in Clang ToT
2. Clang ToT bots got broken
3. A suppression (-Wno-unused-lambda-capture) was submitted
4. A nocompile test (bind_unittest_nc) became compileable and the check for that
failed.

This CL turns off the nocompile tests on Clang ToT bots in order to make them
green and allow us to clean up the sources from unused lambdas and then remove
the suppression.

I will likely submit this CL as a TBR, as in the worst case it will break Clang
ToT bots; but they are already broken. In the expected case, it will fix these
bots.
