This is the chromium side of a blink change at
https://codereview.chromium.org/25870005

Until the corresponding blink CL above is re-landed (it's landed but reverted),
disable EUC-KR-related test temporarily.

I'm TBR'ing because the CL was reviewed earlier. I had to copy the CL because
the try bot cannot handle a CL with files renamed and edited if it's done with
svn.

This will go in before the blink change (that was reverted) with EUC-KR related
tests disabled. Once Blink is rolled to have the blink-side change, the EUC-KR
related change will be re-enabled.
