Add BluetoothRemoteGATTDescriptor reporting for .readValue().

Add BluetoothRemoteGATTDescriptor reporting for .readValue().

Similar to reporting for characteristic.readValue(), this cl will add outcome
reporting for descriptor.readValue allowing us to better understand how common
errors in the field happen.
