Rather than removing this, you should move it down to HARMONY_SHIPPING_BASE
below. This would have been clearer except that I deleted our last shipping flag
(--harmony-async-await) earlier this week.

The idea is that a flag moves from INPROGRESS -> STAGED -> SHIPPING, and then
once it's shipped in a stable Chrome it gets removed.

Once you're not deleting the flag, most of the changes in this CL go away.
