There is non-zero probability that patch replacing
base::ThreadTaskRunnerHandle::Get() with
content::RenderThread::Get()->Get{Timer,Loading}TaskRunner() will be
reverted(there is medium risk of things going wrong due to throttling, hidden
race conditions, etc). So I'd like to submit the API in one patch and follow up
with dozen of independent small patches, replacing usages one at a time.
