These files are verbatim copies. git cl upload can't show that because it
doesn't support --find-copies-harder option to diff.

To verify my claim, you can apply the patch locally at
f1de9b09d776eb13bc82eca0e19e33a3cb47c214, and run:

git config diff.renameLimit 999999
git diff --stat --find-copies-harder f1de9b09d776eb13bc82eca0e19e33a3cb47c214

Right now my goal is landing my changes to the scanner and parser. I'll look at
merging changes since f1de9b09d776eb13bc82eca0e19e33a3cb47c214 later.
