Increase kSyncOperationTimeout to let SyncFakeServerTest pass on slow lab machines

testSyncTypedURLDeleteFromServer test failed with timeout waiting for
FakeServer to receive updates. I'm trying to verify if it happened because of
the slow hardware in the lab. To do so I'm increasing kSyncOperationTimeout to
10 seconds.
