Add ScopedTaskScheduler in video_decode_accelerator_unittest.cc.

Add ScopedTaskScheduler in video_decode_accelerator_unittest.cc.

This is needed for the call to base::PostTaskWithTraits in
ui::DrmDisplayHostManager::ProcessEvent.

In tests, a base::test::ScopedTaskScheduler is required to call functions in
base/task_scheduler/post_task.h. This CL should fix https://crbug.com/678598.
However, since I only have a Windows machine and the crash doesn't occur on
Windows, I wasn't able to verify that this actually works.
