Remove @RetryOnFailure in IME test

Remove @RetryOnFailure in IME test

A lot of IME tests were flaky and marked with @RetryOnFailure. Now they
are (almost) all deflaked, so we don't need @RetryOnFailure any more.

I checked the flaky dashboard, and found that these flaky tests are not flaky
any more since Dec 22nd (after the CL

There is still one test marked as @DisabledTest: testPastePopupShowAndHide. It's
flaky for a different reason, and tracked by
