[ios] Removed CookieStoreIOS::SetSynchronizedWithSystemStore.

This method is unused anymore.

Also removed AddCookiesToSystemStore/RunAllPendingTasks methods
and g_current_synchronized_store global variable.

SYNCHRONIZING state and tasks_pending_synchronization_ will be removed
in a separate CL.
