Won't HTMLIFrameElement.prototype.allowPaymentRequest be enabled by default
everywhere with this (and so you should get webexposed test failures)?

Perhaps what you want is to remove this feature and switch the code to use
RuntimeEnabled=PaymentRequest so that it's enabled only when the rest of the
PaymentRequest API is enabled?
