The actual plugin change is in https://codereview.chromium.org/2578103003/, and
not yet landed/rolled. However, landing this now this will help the people
working on the rename to juggle fewer patchsets (people who are working on the
rename have already patched in the plugin changes locally, and don't require a
plugin roll to begin using this option)
