cros: Various fixes needed for preloading lock screen.

- Test would fail because chrome::NOTIFICATION_CLOSE_ALL_BROWSERS_REQUEST was not sent before profile destruction
- Locking the screen and then idling for 8 seconds could cause preload which caused DCHECK in shared_web_view to trigger
