Remove two SpdySessionPoolPeer methods.

Remove SpdySessionPoolPeer::SetSessionMaxRecvWindowSize() and
SpdySessionPoolPeer::SetStreamInitialRecvWindowSize(): |session_deps_| has
corresponding members and is more widely used in tests, so use them
instead.
