Remove ContextLifecycleObserver from SpeechSynthesis

Remove ContextLifecycleObserver from SpeechSynthesis

SpeechSynthesis is inherting from ContextLifecycleObserver just to track
ExecutionContext. It should just hold a strong member to ExecutionContext.
