Rather than package all of the components as a single library, we should provide
each component separately. This should just package the unit tests. (Note that
//components/BUILD.gn only provides tests).

i.e. just remove this section, then add //chromeos/components/tether to chome
(or whatever uses this) deps, instead of adding /chromeos/components.
