https://codereview.chromium.org/2510513002/ breaks visual rects because we have
duplicate offset in LayoutSVGText::visualRectInLocalSVGCoordinates() and paint
offset. Need think more about it.

Before fixing that CL, I'd like to land this first to fix the DCHECK failures,
so that we can enable DCHECK on the spv2 trybot.
