Manually import wpt@359815a0ff565cb6ca89349f6e9e154789267d8b

This includes new tests in streams and html/semantics/grouping-content/the-li-element.

The auto-importer was having some issues because the reference file for one ref test was not found, so it was being interpreted as a pixel test by the test runner, but interpreted as a ref test by the rebaseline tool.

So, in this CL, I added the reference file; as a follow-up, I want to change the importer to skip a test if the corresponding reference isn't found.

I also added a Crash/Timeout expectation for one test (bitmaprenderer-as-imagesource.html).
