Use FileDescriptorWatcher in DeviceMonitorLinux

Use FileDescriptorWatcher in DeviceMonitorLinux

This allows DeviceMonitorLinux to be used from any thread that
instantiates a FileDescriptorWatcher (not just threads that run
a MessageLoopForIO). This will facilitate the migration of
BrowserThreads to base/task_scheduler.
