bindings generator: Add "clang-format off" comment to outputs

bindings generator: Add "clang-format off" comment to outputs

That way, the bindings test golden files won't be reformatted by
clang-format and presubmits won't complain about the test expectations
files.

Eventually, we can consider letting the bindings generator emit
clang-formatted files, but this change here allows us to decide
later what to do there.
