Run the ninja "up-to-date" check for all compiles, but just as an fyi

This will allow me (and others) to figure out when it's safe to enable
ensure_up_to_date.

btw (also as an fyi) - I don't actually see why
https://codereview.chromium.org/2341153002/ would fix the issue I'm having at
all, but wonder if maybe https://github.com/ninja-build/ninja/issues/1186 is
related. Of course, the obvious best solution is to do away with symlinks :P
