Remove ignored "force" parameter from bot_update.

Remove ignored "force" parameter from bot_update.

It's already ignored by the bot_update implementation, so this is an
expectations-only change.

Yep, it was a roll in progress. Rebased with the up-to-date deps and it's good
now.
