[Worker] Call contextDestroyed in shutdown preparation

WorkerOrWorkletGlobalScope::notifyContextDestroyed is currently
called in performShutdownTask, but it is generally good to notify that
earlier.

What do you think about this change? I think it's generally good to notify
contextDestroyed earlier. With the subsequence CL
(https://codereview.chromium.org/2299883006/), it's more important because the
duration between prepareForShutdown and performShutdown will widen.
