[MD History] Prevent horizontal scrolling of history views.

This CL fixes an issue where the overlay scrollbar would allow Chrome to
scroll to the right to show the space covered by the vertical scrollbar.
This has been fixed by reverting to overflow:auto.

I don't think we can do this -- horizontal scrollbars are necessary to use the
list properly below a certain width (500px or so).

We could have a breakpoint, change it back to overflow: auto and live with weird
misalignment on view switch, or change it to overflow:scroll and live with a
dead scrollbar and slightly misaligned cards. Pick your poison.

Looking back, I think this bug was something I saw when I tried out overlay a
few months ago, and then forgot about it. Oops. Overflow: overlay also looks
like it is close to the deprecation chopping block
(https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/vAcR9UdJwJw),
so it's probably not a good idea to rely on it.

By 'a breakpoint', do you mean making it so that items can shrink below 500px?
This could be something nice to do in the future, but isn't really feasible
right now.

Given the available options, I think just switch back to `auto`.
