Re-enable flaky tests

Re-enable flaky tests that were disabled in March to see if they are
still flaky and collect logs (the old logs have been deleted already).

Re-enabled tests:
CronetUrlRequestContextTest#testShutdownAfterError
CronetUrlRequestContextTest#testShutdown
CronetUrlRequestTest#testFailures
