Restore scratch texture reuse on Adreno.

New testing shows that it's a win on our slowest SKPs, and pretty much a
wash on faster tests (mixed results). However, it also saves us ~3 ms on
the hwui bitmap upload jank test.

I went through the history of this flag, and it appears to always have been a
performance-motivated decision (rather than correctness). Even when Qualcomm was
added, the CL indicated that results there were "mixed" (2013).
