Remove references to DrawingFrame from RenderPassDrawQuad drawing.

Remove references to DrawingFrame from RenderPassDrawQuad drawing.

In most instances, a DrawingFrame is unnecessary for RenderPassDrawQuad drawing.
The presence of a DrawingFrame assumes the existence of a RenderPass, which will
not be true in the overlay copy path for RenderPassDrawQuads.
