Fix layout test accessibility/misspelling.html

This patch modifies the layout test in the following ways:

1. Add more step_timeout() to ensure that a test can be run only after
all previous tests are done.

2. In the second test case, ensure the triggering of spell checking by
moving the caret into <p>.

I'm modifying this layout test because it's blocking an on-going refactoring
[1].

It fails in PS #1 because spell checking is not intentionally triggered for the
<p> in the second test case. It is triggered for the preceding <div>, though,
which somehow expanded to include the <p>. It passes in PS #2 with this patch's
modification.

The interference between the test cases is also necessary, because in the third
test case, the misspell markers appear only when the <input> is focused.
