Depends on and integrates https://codereview.chromium.org/2154143005 which
is still in flight but about to land (again, with test fixes).

Tested this change by manually running svg/custom/repaint-shadow.svg and looking
at cull
rect in debug output. We could add to unit test in aforementioned change to
validate that we include text shadow outset in cull rect bounds, but I'm
not sure it's worth it if we may do away with cull rects once we switch
to using visual rects in cc.
