DevTools: Move WebInspector.SwatchPopoverHelper into new file ui/SwatchPopoverHelper.js

Also, rename elements/StylesPopoverHelper.js to ColorSwatchPopoverIcon.js.
This will allow the SwatchPopoverHelper to be re-used in Sources.
