This patch adds audio feedback when switching between tab stacks within

This patch is a small improvement when using the accessibility tab switcher.

lgtm!  I don't remember, but I think on tablets we use the tab strip in
accessibility mode as well.  That also has a button.  Do we want something like
this there as well?

For the tab strip button, after switching models the new foreground tab
immediately gets focus which will end up reading out the title of the new page,
which I think is okay. The problem with the tab switcher was that without any
focus switching sometimes you'd get no feedback at all.
