Flip CrOS ozone builders to GN.

Specifically:

- chromium.chromiumos
  - Linux ChromiumOS Ozone Builder
- tryserver.chromium.linux
  - linux_chromium_chromeos_ozone_rel_ng

These are the last main CrOS builders on GYP. There are still
three memory-related builders on GYP, waiting for the "v8_target_cpu"
fixes to land ...
