Mac: Further clean up RWHVMac<->DelegatedFrameHost

This removes the strangeness whereby the BrowserCompositorMac would
own the DelegatedFrameHost, but its owner, the RenderWidgetHostViewMac,
would be the DelegatedFrameHostClient.

After staring at this long enough, it seemed like the right thing to do.

I'll be doing a similar thing with the ui::AcceleratedWidgetMacClient interface,
but that will require some further cleanup of display links.

This also drives us closer to finally cleaning up the "RWHVImpl hidden state
doesn't match the BrowserCompositor hidden state" issue. We likely can just do
what the added TODO says, and be done.
