Remove unused Interests code.

It is unlikely that we'll use the Interests front-end code (though we may still use the back-end for a Cards experiment).

Yay! The UI code can definitely be removed. If we think we might have a cards
experiment, then we might want to keep c/b/interests around for now?

I think that if we were to have Interests as a Cards experiment, the server
would be combined into the CCSS and the fetching and parsing would be done by
the same code that fetched and parsed Snippets?
