[Perf] Remove Windows from CQ_EXTRA_TRYBOTS

Currently, the Windows perf bisector is flakily failing on the CQ because of
WPO on Windows.

zxiong@ is going to fix the root cause but for now, we want to disable the bot
to eliminate the flakiness.
