[vim] Detect git-cl description files as gitcommit files.

[vim] Detect git-cl description files as gitcommit files.

This way when vim is invoked to edit CL descriptions by `git cl upload`,
and `git cl description`, it will automatically configure `textwidth`,
and line highlighting.
