Thanks for chatting with me about the boringssl threading!

I have updated some comments in the WebCrypto code to reflect my understanding.

Note, the earlier comments were over an abundance of caution from my (lack of)
understanding of NSS. (There seemed to be global locks you could hit when doing
simple operations relating to keys, and I was discouraged from operating the
same key across threads because there be dragons).

Looks like the these limitations are not a concern for the BoringSSL-only
implementation.

PS: If you want to update the various BoringSSL headers on thread-safety of
EVP_PKEY and friends, I'd ack that change. :-)
