A revert of this CL (patchset #1 id:1) has been created in
https://codereview.chromium.org/2099663002/ by machenbach@chromium.org.

The reason for reverting is: This looked like it broke the windows build. But it
turned out that there was only one build flake, which seems independent to
this..
