Remove pnacl-nmf and GENNMF now that it is removed from chrome scons tests. Removal from chrome: https://codereview.chromium.org/20370002/ Reduce confusion about which driver tools are supported. This is no longer supported, and the SDK has create_nmf.py, which works for PNaCl.
