Clean up public TracingController interface [1/3]: hide TraceDataEndpoint

Clean up public TracingController interface

This removes trace endpoints from the content interface and moves them
to TracingControllerImpl. We don't want to expose both TraceDataSinks
and TraceEndpoints currently to avoid confusion.
